my answer sheet says this part of the equation should =1.861

yes, 12^(1/4) is 1.861
----
But:
y = ab^x
0.9 = 0.06b^x
b^x = 0.9/0.06 = 15
-----
So b^4 = 15
Not sure where you got 12.

The b = 15^(1/4) = 1.968
