2ft radius is a big wheel.
2 ft = 60.96 cm
Circumference = 2*pi*60.96 = 121.92pi cm per rev = 1.2192pi meters/rev

10 km/hr = 10000 m/hr = 10000/3600 m/sec = 25/9 m/sec
--> (25/9) m/sec / 1.2192pi m/rev
= ~ 0.72522 rev/sec
