It means "raised to the power of"
So if you see x^2, then it means x "raised to the power of" 2, which is to say x squared or

If you only see x^, then the writer is incorrectly using the symbol, probably to mean x^2, i.e.

5^2 means which means 5x5 or 25
7^5 means which means 7x7x7x7x7 or 16807
A^3 means which means AxAxA
