What I did:
sin theta=h/500
500sin theta=h
but my teacher wrote inverse sin(h/500)
and I don't understand why.

Most likely it's because you did not answer the question.
The question was..."Express the ANGLE of elevation..." Not the SINE of the angle.
So you want the angle (A) whose sine is h%2F500 and this is expressed as...
A+=+Sin%5E%28-1%29%28h%2F500%29 or...
A= Inversesin%28h%2F500%29
