vertically expanded by a factor of 4: y = (1/4)x^2

horizontally compressed by a factor of 1/5 : y = (5/4)x^2

reflected across the y-axis: y = -(5/4)x^2
------------------
translated 3 units to the right: y = -(5/4)(x-3)^2
------------------
and up 4 units: y = -(5/4)(x-3)^2 + 4

Comment: Your "vertically expanded" and "horizontally compressed"
are ambiguous terms.
