The speed is proportional to the circumference of the tires, which is proportional to the radius of the tires. If the radius is increased by a factor of 16/14 = 8/7, the speed is increased by a factor of 8/7.
If the speedometer reads 65mph, the actual speed is (8/7)*65, which is greater than 70.
