You should clarify:
cos((pi/3)x) ?
Or cos(pi/(3x)) ?

Also, it's h(x)
h(x)=25-10cos(x*pi/3)
=============================
25 is the mid-line of the sinusoid, so it's 1/2 of the cycle.
Once cycle is 2pi*(3/pi) = 6 minutes
1/2 that is 3 minutes.
