On first reading, my thought was that we obviously can't answer the question, because we don't know what theta is.
Then I thought maybe all but one of the answer choices was a value less than -1 or greater than 1, which would make them invalid values for cosine. But all three of the answer choices with radicals can, if parentheses are placed right, have values between -1 and 1.
So my conclusion is that the problem is faulty, or that your statement of the problem is incomplete.
