With a diameter of 50.5 meters, the wheel has a radius of 25.25 meters. The height will oscillate with amplitude of 25.25 meters above and below the center.

Riders board 2.5 meters above ground level, so the center of the wheel must be located 25.25 + 2.5 = 27.75 meters above ground level. The midline of the oscillation will be at 27.75 meters.

h(t) = -25.25cos(pi*t) + (2.5+25.25)
t is in minutes.
10 seconds = 1/6 minute
---
h(1/6) = -25.25cos(pi/6) + (2.5+25.25)
= 5.883 meters above the ground

The period would be reduced. The max and min points would be the same height but closer together.
