Inside the pentagon it says 1cm:4m (I know that is the Ratio)
outside the pentagon it says the length is 3cm- all sides. ( I think that means each side is 3cm)

All five sides have the same length, and
I agree that they mean each side of the pentagon in the drawing measures 3 cm.
