i got 17.7 like this 98=2(2x+1) + 2(x-3)
98=6x-5
103=6x
i'm just not sure if i did it correctly

2(x+3)+2(2x+1)=98
=98
2x+6+4x+2=98
6x+8=98
(6x+8)-8=98-8
6x=90
=
x=15

the value of x=15
the height=(15+3)=18
the width=(2*15+1)=31
