It is always possible to make a triangle with three sides of different lengths. The ideal triangle is always a right triangle. There are ways to determine what kind of triangle you have. The way to find out if you have a right triangle is the Pythagorean theorem (a^2+b^2=c^2). The other way is using greater than or less than but don't exactly remember.

No, it's not possible.

Why or why not?
In math terms, no side can be >= the sum of the other 2 sides.
Any side must be greater than the difference, and less than the sum of the other 2 sides.
19 > 8 + 10
So it won't work.

If you cut strings or straws of those lengths, you'll see that the 8 and 10 units length sides laid end-to-end don't reach to the end of the 19 units side.
