This is very hard to explain without a drawing, but I'm going to give it a try anyway. In short, you are looking for a triangle. To do this, you cut the cone in half, a vertical section, so that you see a triangle. I imagine this triangle with pointy bit below and base on top. It has height 12, and base 8. Hopefully, you can imagine this. Draw this triangle.
When the water reaches a depth of 8, you get another triangle. On the trianlge above, draw a line, parallel to the base, somewhere in the middle. Hopefully, you see two similar triangles. The smaller triangle has height 8, and you have to calculate the base.
You should get
base of smaller triangle = (height of smaller tirangle/height of larger triangle) x base of larger triangle
And the radius is half the base.
