let the equal sides be x cm
the third side
1 1/2 times the equal side = 3x/2
3 cm short
3x/2 -3 will be the third side.

7x/2 -3 = 28.5
7x/2 = 28.5 +3
7x/2= 31.5
multiply by 2
7x = 63
/7
x= 9
x=9 which is the equal side
third side = 9*3/2 - 3
=27/2-3
=13.5 -3
=10.5 is the third side
