The isosceles triangle tells us that TWO sides are equal. We can assume that the EQUAL sides are NOT 4, since this triangle does not exist, because the sum of two of the sides must be greater than the third side.
Therefore the sides are 9, 9, and 4, which makes the perimeter 9+9+4= 22.
