No.
The 1" side can be between any 2 of the 3 angles.

Max is dead wrong. This is a right triangle. If Burt and Max happened to choose different sides to be the side measuring 1 inch, the triangles would not be congruent.
By the way, if you want to indicate the measure of an angle in degrees and you don't have the ability to type the actual degrees symbol, spell out the word. Do not use a lower case letter 'o'.
