Who said you we can not?
In opposite, we can !
Take your segment PQ of 4 cm long.
Release the ray QR making 70 degree with PQ.
Release another ray from the point P into the same half-plane, making the angle 5 degree with PQ.
The intersection point R will be the third vertex of the triangle.
Simple like an orange.
