So the number of dogs is 4 times the number of cats.
And, dogs and cats TOGETHER added up to 15.
So:
But we know that dogs outnumber cats by 4 times, so:
Now we can easilly figure out the number of cats.

Since he examined 4 times more dogs than cats, we know right away that he examined 3*4 = 12 dogs.
