An equation needs to have an equal sign somewhere. This doesn't have an equal sign so it's not an equation, it's an expression. Now we can simplify this expression if that's what is called for:
8y(4-1) +2y - 6 rewriting , we get:
8y(3)+2y-6
24y+2y-6
26y-6 or
2(13y-3)
