3s = D's hiking speed

let t = time required by T to climb the mountain
then
(13-t) = time required by D to do it

Write a distance equation; Dist = speed * time

T's dist = D's dist
st = 3s(13-t)

st + 3st = 39s
Divide thru by s
t + 3t = 39

t = 9.75 hrs is T's hiking time up the mountain
