36y+6-9y=1.5
27y+6=1.5

Divide thru the 1st equation by 2.
Divide thru the 2nd equation by 3.
------------------
2x-3y = 1/2
2x-3y = 1/2
-----------
The two equations are the same.
The solution is all points of the form (x,(2/3)x-(1/6))
