Let the width be x
Let the legnth be 3x

3x+8 --> length
x+5 --> width
P = 66

2(3x+8+x+5)=66
2(4x+13)=66
8x+26=66
8x=40
x=5

3(5)=15

Hence, the width is 5cm and the length is 15cm.
