Find the slope of the line. Do that by putting the equation in slope-intercept form, y = mx + b. That means solve for y.
9x+3y = 36
3y= - 9x + 36
y = -3x + 13
The slope, m = -3

The slope of lines perpendicular is the negative inverse, m = +1/3

2 = (1/3)*1 + b

y=5x/2-4 (red line)
Slope=5/2.
The perpendicular line will have a slope=-2/5.
-5=2*-2/5+b
-5=-4/5+b
b=-5+4/5
b=-25/5-4/5
b=-29/5 ans. for the Y intercept.
y=-2x/5-29/5 (green line)
