Something is fishy with the information you have provided. If the cone has a height of 18 and a diameter of 25, then it has a roof slope of 1.44. If it has a diameter of 25 and a roof slope of 1/16, then it has a height of roughly 8/10 meter. Now if this is a conical roof on top of a cylindrical silo, then you have to provide both the height from the ground to the peak of the conical roof AND the height from the ground to the top of the cylindrical wall.
