You can't, assuming you have no other information. For example, if a perfect square has a total perimeter length of 2385 feet, its area will be greater than any rectangle with a total perimeter length of 2385 feet, assuming this rectangle is not a square.
This should show you that the perimeter is not enough to give you the area of a form, and the same applies for irregular shapes.
