The surface area consists of the bottom circle, the top circle and the wall between the top and bottom. If you cut the wall (from top to bottom) and lay out the sheet, it will be a rectangle with the length equal to the circumference of the top and bottom circle and the width will be the height between the top and bottom.
So the surface area is the area of two circles and one rectangle.
