Note that surface area is a two-dimensional quantity. If you reduce the linear dimensions (radius, height) of a cone, you will reduce the surface area by a factor of 2^2, or 4.
In general, regardless of the shape, if the dimensions are scaled by a factor of k, then any n-dimensional specification of the shape (length, surface area, volume, hyper-volume, etc.) will be scaled by n^k.
