I found that the area of the entire target is 78.5 and the area of the bull's eye is 12.56 and I think that it may have to be put in a proportion but I am stumped and have no clue what to do. Could someone explain it to me.

Good. If your area figures are correct the probability of
hitting the bullseye is 12.56/78.5=0.16
The expected value is np where n=100 and p=0.16
So the expected number of hits is 16 out of 100.
