Well area is in square units and radius is in regular linear units, so its not really a solid question. However, if you are asking whether the numerical value of the surface area could be less than its radius, the answer is yes.
The formula for the surface area of a cylinder is A=2(pi)RL. If the length of the cylinder is equal to 1/[2(pi)], then A is equal to R.
For A to be less than R, the length L has to be less than 1/[2(pi)].
