A cylinder has a radius of 4 inches and a height of 14 inches. If a 6-inch strip is cut off around the top of the cylinder, what would be the new total surface area of the cylinder?

The new height becomes inches. Since you say nothing about any top surface or bottom surface, then surface area becomes square inches.
If you meant, the 6 inche strip is this value in LENGTH of the strip, then you still need to be given the WIDTH of the strip in order to find the cylinder new area.
