In any similar figures, if the ratio of linear measurements (scale factor) is a:b, then the ratio of area measurements is a^2:b^2.

Since all circle as similar, if the second circle has a radius 3 times the radius of the first circle, then the area of the second circle is 3^2=9 times the area of the first.
