The length is not measured in diameters,

and diameter is not the unit to measure length.

I will assume "diameter" is supposed to be "decimeter"....

The problem is not well defined. Are you supposed to simply determine the total area of the bottom and all the sides of the box, without regard to how those pieces will be formed from a sheet that is 1 meter wide?

The total area of the bottom and four sides of the open box is 256 square decimeters, or 2.56 square meters; the cost of 2.56 square meters at R16.75 per running meter (if I understand that phrase correctly) is R42.88... but that doesn't seem like a reasonable answer to the actual real world problem.
