I will ask you to revise your post to make it clear what the given information is, and what function it is you are supposed to find.

(1) Presumably the function is a piecewise function for the total cost of the cupcakes, as a function of the number of cupcakes; but you don't make that clear.

(2) Surely you haven't stated the cost of the cupcakes correctly. php15 for the first 100 cupcakes, and after that the price jumps to php13.50 EACH???!! If I were buying cupcakes at those rates, I would stop after getting the first 100 for php15.
