y = f(x) becomes 1/3 * f(x+4) + 1


1/3 * f(x) compresses it vertical by a factor of 1/3.

1/3 * f(x+4) then shifts it to the left 4 units.

1/3 * f(x+4) + 1 then shifts it up 1 unit.
