Move the decimal point on the number with the most decimal places until it is a whole number. Then move the decimal point on the other number the same number of places in the same direction.
For your problem: .8 has 1 decimal place and 90 has 0 decimal places. Move the decimal point one place to the right on the .8 to make 8, a whole number. Then move the decimal point on the 90 (it is there even though you can't see it) one place to the right also, making 900. Now divide 900 by 8.
