Two equal signs indicate the number should be added.
4 + (+3) = 7 → + (+ = + → 4 + 3 = 7
4 – (–3) = 7 → – (– = + → 4 + 3 = 7
Two differing signs indicate the number should be subtracted.
4 + (–3) = 1 → + (– = – → 4 – 3 = 1
4 – (+3) = 1 → – (+ = – → 4 – 3 = 1
