1/3 of $4500=$1500.
So you have $1500 to spend.
Half on food is $1500*1/2=$750
20% on rent is $300.
The sum of those is $1050, which is 70% or $1500.

            I have another solution and another answer, different from that of @Boreal.


Out of the salary of $4500, one third, or $1500 goes to savings.


The remaining amount is $4500 - $1500 = $3000.


Of the remaining $3000, 50%, or $1500, is spent on food,


                    and 20%, or  $600, is spent on rent.


ANSWER.  $1500 is spent on food.   $600  is spent on rent.



         Notice that the sum  $1500 + $1500 + $600 = $3600, which is less than $4500,

         so  (1)  my solution is not self-contradictory, and 

             (2)  allows the room for other spendings, like gas, transportation, paying insurances, making gifts etc.
