The variable Z is directly proportional to X,
and inversely proportional to Y.
Z = kX/Y (Where k is the factor of proportionality)
47.5 = k10/4
(47.5 x 4)/10 = k
k = 19
Formula:
Z = 19X/Y
Z = (19 x 13)/10
Z = 24.7
