The difference appears to be prime numbers. That being a pattern is not a certain thing, but that's what the difference between consecutive terms gives. See plainly that the prime numbers demonstrated are not consecutive.

2 to 9 ---- 7
9 to 21 ---- 11
21 to 38 ---- 17

Those four numbers are not a pattern.
