Let x = measure of one side of original square patio
then
x+20 = length of new
x+10 = width of new
.
(x+20)(x+10) = 999
x^2+10x+20x+200 = 999
x^2+30x+200 = 999
x^2+30x-799 = 0
Factoring:
(x+47)(x-17) = 0
x = {-47, 17}
Tossing out the negative solution leaves:
x = 17 feet
Perimeter then is:
4*17 = 68 feet
