If 28 arithmetic means are between a and b, that means there are 29 intervals. Each interval is 4. There are 14 of them less than 59 and 14 of them greater than 63. Since 14*4 = 56, we subtract 56 from 59 to get
a = 59 - 56 = 3
and add 56 to 63 to get
b = 63 + 56 = 119
