If either side is increased by 30%, or is the sides are increased proportionally, the area is increased by 69%.
P = 2L + 2W
Area = L*W
1.3*1.3 = 1.69 --> a 69% increase in area

But if the aspect ratio (L/W) is also changed, then no answer is possible.
