There is a vertical rectangle measuring 6.7cm on the bottom and 7.23ccm along the sides. Now, there is a half circle on top of the rectangle that has the same diameter as the base of the rectangle, 6.7cm. I need to find the perimeter of the rectangle and half circle together.

You specified the perimeter of the half-circle and the rectangle together. You might really mean, the perimeter of the figure, and not as separate parts. If so, then you have just the arc length and THREE sides of the rectangle:
