Let's assume the length and width of the rectangle is 4*3.
Increase 4 to 7, and decrease 3 to 1, and you have 7*1 = 7 cm sqr.

What other possible (whole) measurements could the rectangle be?
12,1
6,2
Neither of those work because the new measurement would be zero or less than zero, so the 4 and 3 scenario are the original measurements.
