Width = x
Length = x + 3.5
Perimeter = 2*width + 2*length
31 = 2x + 2(x + 3.5)
31 = 2x + 2x + 7
4x = 31 - 7
4x = 24
x = 6.
Width = 6 cm
Length = 9.5 cm.
