what is the outer perimeter of the frame?

If you draw this out, it will be apparent that 4cm width will add 8 cm to each
dimension

The frame:
48+8 = 56 wide
64+8 = 72 long
:
p = 2(56) + 2(72)
p = 112 + 144
p = 256 cm is the outer perimeter of the frame
