L*W = 13.5
L =

L = .2(2L + 2W)
L = .4L + .4W
L - .4L = .4W
.6L = .4W
Replace L with
.6() = .4W

Multiply both side by W
.6(13.5) = .4W^2
8.1 = .4W^2
Divide both sides by .4
20.25 = W^2

W = 4.5 is the width
