Start with the formula for the area of a rectangle:
But the length, L, is given as:
"...length is 2ft. less than three times its width." Substitute this into the area formula.
Simplify.
This is the function you need.
When the width is 2ft., then W = 2, so substitute.
So when the width is 2ft., the area is 8sq.ft.
