28 = 2*(x +( x + 4))
14 = 2x + 4
10 = 2x
2x = 10
x = 5 cm

Hi,  

I. Assigning the variable       

Let x and (x+4cm)represent the width and length respectively





 P = 2(x+4cm)+ 2x = 28cm

Solving for x

  2(x+4cm)+2x = 28cm

     4x + 8cm = 28cm

             4x = 20cm

              x = 5cm, the width.  The length is 9cm   (5cm + 4cm)        

CHECKING our Answer

  2*9cm + 2*5cm = 28cm
