If I am understanding the question properly, the 114ft of fencing is to go around a rectangular plot having a width x and length 2x.

In general 2*l + 2* w is the Perimeter of a rectangle
2(2x) + 2x = 114ft
6x = 114ft
x = 19ft
.
The 114ft of fencing would work with a rectangular plot 38ft long and 19ft wide
.
Check your answer:
2*38 + 2*19 + = 114ft
